Donnybrook-Woodstock Infrastructure Contributions Plan

Amendment GC102 to the Mitchell and Whittlesea Planning Schemes

The Victorian Planning Authority (VPA), in consultation with Casey City Council and relevant agencies, has prepared the Donnybrook-Woodstock Infrastructure Contributions Plan (ICP).

Amendment GC102 to the Mitchell and Whittlesea Planning Schemes proposes to introduce an Infrastructure Contributions Plan (ICP) that applies to land affected by the Donnybrook-Woodstock Precinct Structure Plan (PSP).

If approved, this ICP will replace the ‘interim’ ICP incorporated in the Mitchell and Whittlesea Planning Schemes. To view the interim ICP, refer to:

The Donnybrook/Woodstock Precinct Structure Plan, October 2015 (the PSP) guides new urban development in the Donnybrook and Woodstock areas. This was approved by the Minister for Planning and gazetted in November 2017. For more information on the PSP, refer to:

About the Infrastructure Contributions Plan

An Infrastructure Contributions Plan (ICP) is the primary method for local councils to collect funds to contribute towards the basic and essential local infrastructure new suburbs require.

The type and location of the local infrastructure, including public land, has been identified in Donnybrook Woodstock Precinct Structure Plan (PSP). This PSP was approved and gazetted in July 2019. Together, the PSP and ICP will guide and deliver new urban development in the area.
