Amendment C145 to Melton City Planning Scheme
The Rockbank Precinct Structure Plan was approved by the Minister for Planning and gazetted on 17 November 2016 under Amendment C145 to the Melton Planning Scheme.

The Victorian Planning Authority (VPA), in consultation with Melton City Council and government agencies prepared the Rockbank Precinct Structure Plan and Rockbank Development Contributions Plan to guide new urban development in Rockbank. This follows previous consultation which was undertaken with the wider Rockbank community in November 2014.
The Rockbank precinct covers approximately 752 hectares of land, bounded by the Western Freeway to the north, Paynes Road to the west, Greigs Road to the south and the future Outer Metropolitan Ring Road corridor to the east, beyond Troups Road North. The Rockbank Precinct Structure Plan area will ultimately support a residential community of around 22,200 people in approximately 7,932 dwellings.
Amendment VC249
The Development Contributions Plan (DCP) for this precinct was amended as a result of Amendment VC249.
On 15 January 2024, Amendment VC249 came into effect to further facilitate the development of small second dwellings introduced by Amendment VC253. Amendment VC249 exempts development for a small second dwelling from existing development contributions plans. The changes ensure an applicant does not pay a development contribution when a small second dwelling is developed.
