Spring Creek Precinct Structure Plan
The Victorian Planning Authority (VPA) assisted Surf Coast Shire in the preparation of the Spring Creek Precinct Structure Plan (PSP). In March 2018, the Surf Coast Shire Council submitted the Planning Scheme Amendment (Surf Coast Planning Scheme Amendment C114) to the Minister for Planning.
In September 2019, the Minister for Planning, Richard Wynne, released the Delivering Lasting Protection for the Surf Coast Media Release, and officially declared Torquay, Jan Juc and surrounds as a Distinctive Area and Landscape (DAL) under the Planning and Environment Act 1987.
In response, the Department of Environment, Land, Water and Planning (DELWP) prepared the Final Draft Surf Coast Statement of Planning Policy (SPP). The Final Draft Surf Coast SPP, released in April 2022, aims to protect the declared area’s outstanding landscapes and coastal landforms, unique natural environment, rich Wadawurrung living cultural heritage and historic heritage, and important infrastructure and natural resources.
On 8 June 2022, the VPA, in its role as a Responsible Public Entity, endorsed the Final Draft Surf Coast DAL Statement of Planning Policy (SPP).
Once the SPP is approved by the Minister for Planning it will inform the Minister’s decision on the Spring Creek Precinct Structure Plan (Surf Coast Planning Scheme Amendment 114).
