Commencing in July 2026 the Department of Transport and Planning (DTP) will take the lead on the preparation and delivery of four Precinct Structure Plans (PSPs) in the City of Greater Geelong. Working closely with the City of Greater Geelong, DTP will prepare and deliver the PSPs for Batesford North, McCanns Lane/Merrawarp Road, Batesford South, and Heales Road East.
These four PSPs, along with three Council-led PSPs already underway, will help unlock over 40,000 new homes across Geelong’s northern and western growth areas. DTP will prepare the PSPs in partnership with the City of Greater Geelong, offering a streamlined process design to reduce plan preparation timeframes.
A coordinated planning approach will ensure future homes are supported by the roads, transport, services and community infrastructure growing communities need, funded through development contributions. This work will help Greater Geelong meet the housing targets set out in Plan for Victoria while supporting well-planned, liveable and sustainable new communities.
The Department will commence precinct structure planning immediately, with delivery of the finalised plans by 2031.
The PSPs will guide development over a 20-year horizon to manage growth with the delivery of infrastructure, and to enable current uses such as the Batesford Quarry to transition to urban use.
