Project Status Updates – March 2023

Plan preparation

Since our last update in November 2022, the VPA has been finalising technical studies and preparing the precinct structure plan (PSP) and supplementary infrastructure contributions plan (ICP) for the Officer South Employment precinct for public consultation. 

The VPA has continued working with the Department of Transport and Planning (DTP), Melbourne Water, other State Government agencies and Cardinia Shire Council (Council) on key issues and resolution pathways.  

We are now finalising the PSP and Supplementary ICP based on agency and Council feedback, in preparation for public consultation.  

Other key activities include:  

  • Continued working with Melbourne Water (MW) on drainage outcomes and requirements, and refinements to our draft place-based plan.   
  • Finalising technical studies including Integrated Transport Assessment and Integrated Water Management. These studies will be made available during public consultation. 
  • Progressed technical studies including the Infrastructure Design and Costings work in consultation with Melbourne Water, South East Water, the Department of Transport & Planning (DTP) and Council. 
  • Met with landowners to discuss site-specific outcomes and Melbourne Water drainage requirements. 

Public Consultation

Following the 2022 Victorian Election, the Government appointed a new cabinet and made a number of changes to Victorian Government departments. The VPA is now in the process of briefing across Government on our work program, including our planning for Officer South Employment PSP. 

This process takes time, and we are working hard to minimise any impacts on the timing of this project. 

The VPA is also confirming initial Drainage Services Scheme (DSS) outcomes from Melbourne Water (MW), to inform key aspects of the place-based plan such as the location and size of drainage infrastructure and impacts on the road network. Before MW can finalise the DSS, it must determine the drainage needs of the broader catchment area beyond the Officer South Employment precinct.  

The VPA will finalise these components of our draft plans once we receive the confirmed draft DSS and will continue working closely with MW.  

According to our previous timeframes, we were expecting to go to public consultation in early 2023. This may now be delayed. 

We appreciate your patience while we work to confirm our timeframes and next steps for Officer South Employment PSP. We will provide another update by April, or once our work program is confirmed.
