Spring Creek Precinct Structure Plan

The Victorian Planning Authority (VPA) is working closely with Surf Coast Shire Council to assist in the preparation of the Spring Creek Precinct Structure Plan.

In September 2019, Minister of Planning Richard Wynne released the Delivering Lasting Protection for the Surf Coast Media Release (PDF), and officially declared Torquay, Jan Juc and surrounds as Distinctive Areas and Landscapes (DAL) under the Planning and Environment Act 1987.

The VPA is assisting the Department of Environment, Land, Water and Planning (DELWP) to develop a Statement of Planning Policy setting out a 50-year vision for the region to guide development controls and settlement boundaries of the DAL.

Consideration of the Spring Creek Precinct Structure Plan has been placed on hold until the Statement of Planning Policy is finalised, as it may provide useful guidance in determining the final outcome of the Spring Creek Precinct Structure Plan.
