Development staging guidance

The Victorian Planning Authority (VPA) has published a new guidance note for Infrastructure and Development Staging for Precinct Structure Plans (PSP).  This guidance note is a tool that provides advice to practitioners, key stakeholders, and organisations about preparing this element of a PSP.    

An Infrastructure and Development Staging Plan outlines development stages and identifies the infrastructure required for each stage. Its purpose is to ensure orderly development and prevents gaps in essential services.  

Development staging is the sequence in which land is developed to ensure infrastructure keeps pace with growth. It helps match land supply with infrastructure capacity, supporting new communities with transport, drainage and community facilities and is essential to support growing communities.   

Staging plans align with planning guidelines and state policies to ensure infrastructure is delivered at the right time. 

This Guidance Note has been prepared to provide VPA practitioners with the tools available to implement staging within its place based plan projects.
