The Victorian Planning Authority as part of the Department of Transport and Planning has established the Industrial Land Gateway Service to consider proponent proposals to bring forward rezoning of industrial land precincts.
Overview
The Industrial Land Gateway Service (ILGS) is a coordinated service to consider proponent requests to bring forward rezoning of Horizon 2, 3 or identified but unprogrammed Industrial PSPs.

The service offers a two-stage process for seeking advice and providing evidence to support a proposal.
Stage 1: Initial Assessment conducted by the VPA with relevant input from other branches and agencies where required to determine the suitability of the proposal to progress to Stage 2 (Full assessment).
- High level feasibility review based on ownership, infrastructure and market demand
- Strategic level information and technical work
- Targeted engagement with key stakeholders
- Shifts focus towards solutions
- Determines if it is appropriate to fully assess a detailed proposal
- Verifies that an application has the potential to progress to a Full Assessment
Stage 2: Full Assessment conducted by the VPA in conjunction with advice and review from other branches and agencies to determine suitability of bringing forward a project between Horizons and/or onto the VPA Business Plan.
- Determines support for bringing forward a project between Horizons and/or onto the VPA Business Plan
- In-depth analysis of demand justification, infrastructure, land ownership and delivery model, agency/department priorities and environmental impacts
- Detailed level of information and technical work
- Broad engagement across government and stakeholders
- Identifies pathways for resolution of key precinct issues
- Efficiently utilises government resources
- VPA will provide advice to the Minister for Planning regarding the suitability of a change to the planned timing of an industrial PSP or part PSP (either within or between horizons).
Assessment Criteria
Proponent requests will be tested against the following criteria:
- Land must be in Horizon 2, 3 or unprogrammed in A 10-year plan for Melbourne’s greenfields
- There must be sufficient evidence of demand for industrial land
- Must align with key state government policy objectives for employment land
- Must propose a defined logical boundary and not prejudice ability to plan the remainder of land
- Land ownership must not be highly fragmented
- Must not pose unacceptable complexity or risk
- Must be consistent with state, regional and planning policy
- Must have agency, department and stakeholder support.
- Must not rely on state or other significant infrastructure services that do not have allocated funding or delivery approval
- All other legislative approvals must be identified and pose no risk to timely delivery
- Proponents must be reputable within the development and/or consulting sectors
Proposals should meet the following criteria:
- Be supported by council
- Consider opportunities to bring forward delivery of infrastructure via WIK or equivalent agreement, or key technical work to resolve sequencing issues
- Demonstrate reduction of pressure on the broader transport network
- Demonstrate project feasibility and capability for timely delivery of proposed land use

How to Apply
ILGS pre-application
Proponents must submit a pre-application request before lodging an ILGS proposal. The pre-application service will:
- Confirm if a project is eligible for the service
- Provide an overview of the two-stage process
- Identify what information is needed for each assessment step
- Engage with relevant internal infrastructure and planning stakeholders
- Review the required supporting evidence, technical work or studies
- Provide instructions for lodging an ILPSPGS proposal

- Proponent Name: (Individual or organisation submitting the proposal.
- Proposal Adress/es: Clearly state all affected addresses/land parcels (it may be helpful to provide a map).
- Proposal Name: Clearly state the project’s title.
- Proposal Overview: Brief description outlining scope, objectives, and anticipated outcomes.
- Contact information: Primary contact details of the proponent.
