Project Status Updates – November 2022

Plan preparation

Since our last update in October, the VPA has been finalising technical studies and preparing the precinct structure plan (PSP) and supplementary infrastructure contributions plan (ICP) for the Officer South Employment precinct for public consultation. 

The VPA has continued working with the Department of Environment, Land, Water and Planning (DELWP), Melbourne Water, other State Government agencies and Cardinia Shire Council on key issues and resolution pathways. Their input has helped us refine our PSP and supplementary ICP.   

We have also finalised transport modelling for the precinct and progressed infrastructure design and costing work to inform the preparation of the Supplementary ICP. 

Other key activities include:  

  • Continued working with Melbourne Water (MW) on preliminary drainage outcomes and requirements, and refinements to our draft place-based plan. 
  • Continued to refine the PSP and Supplementary ICP based on agency feedback.
  • Worked with DELWP to ensure recognition and conservation of cultural heritage values across the precinct.
  • Finalised technical studies including Transport Modelling and High-Level Servicing. These studies will be available for public consultation.
  • Progressed technical studies including Integrated Water Management, Integrated Transport Assessment, and Infrastructure Design and Costings work in consultation with Melbourne Water, South East Water, the Department of Transport (DoT) and Council.
  • Met with landowners to discuss site specific outcomes and Melbourne Water drainage requirements.

Agency Validation 

We have been working with State Government agencies on the draft place-based plan and PSP and have conducted several rounds of executive-level validation between DELWP, Cardinia Shire Council and MW.  

The VPA is now finalising the PSP and Supplementary ICP based on agency and council feedback, in preparation for public consultation.  

Public Consultation 

We are aiming to release our plans for public consultation in early 2023.  

The VPA is confirming initial Drainage Services Scheme (DSS) outcomes from Melbourne Water (MW), to inform key aspects of the place-based plan such as the location and size of drainage infrastructure and impacts on the road network. Before MW can finalise the DSS, it must determine the drainage needs of the broader catchment area beyond the Officer South Employment precinct.  

The VPA will finalise these components of our draft plans once we receive the confirmed draft DSS in early 2023 and will continue working closely with MW In the meantime, we are working to finalise the remaining technical reports and refine other elements of the plan.
