Project Status Updates – October 2022

The Victorian Planning Authority (VPA) has been progressing the planning for the Parwan Employment Precinct (PEP) by conducting informal stakeholder meetings with key landowners and agencies in the precinct, ahead of our upcoming Co-Design Workshop. 

This will be the next step in our stakeholder engagement and will be held in November 2022.  The discussion and findings from this workshop will inform a Key Issues & Opportunities Paper, which will guide our planning for the precinct.

Project Update

Since our last update in July 2022, we have: 

  • Met with various landowners and government agencies to discuss the recommendations in the Parwan Employment Precinct – Scoping Paper (Urban Enterprise) July 2022 (PDF)
  • Met with Melbourne Water (MW) to discuss the size and location of proposed drainage infrastructure. 
  • Met with Department of Transport (DoT) to explore future public transport services and active transport infrastructure.
  • Met with the Department of Environment Land, Water and Planning (DELWP) to discuss the policy and processes that will underpin our planning. 
  • Finalised technical reports for biodiversity and heritage. 
  • Engaged technical experts to prepare a Soil Assessment, Integrated Water Management (IWM) Assessment, Geomorphic Assessment of the Lava Caves, Retail and Economics Assessment, and Aboriginal Heritage Impact Assessment (further work). 

We have also published the Parwan Employment Precinct Development Plan – Historic Cultural Heritage Assessment (Tardis) June 2022 (PDF).

In the coming months we will be focused on completing Stage 2 technical studies, resolving issues from our Co-Design workshops, and preparing the draft PSP and Place-based Plan for Agency Validation in March 2023.
