Project Status Updates

Project Status Updates – November 2023

We have been working with Cardinia Shire Council to progress the planning for Officer South by finalising technical studies and preparing and releasing our plans for public consultation. 

Public Consultation 

From 25 September to 27 October, we released the draft precinct structure plan (PSP) and draft supplementary infrastructure contributions plan (ICP) for Officer South Employment Precinct for public consultation. Thank you to everyone who provided a submission, attended an information session or contacted our team during this period. 

We are now reviewing submissions and preparing a public consultation report, which we will publish on the VPA website once complete. 

An independent committee, the VPA Projects Standing Advisory Committee, will consider our new plans for the Officer South Employment Precinct alongside community submissions received in our September-October 2023 consultation period. 

The committee will consider unresolved submissions and prepare recommendations to the VPA and Minister for Planning on how these should be resolved. 

Community members who made a submission during our September-October 2023 consultation period may be contacted by Planning Panels Victoria and advised about the next steps. 

We anticipate the following draft timings for the committee’s proceedings: 

  • Directions Hearing – week commencing 29 January 2024 
  • Hearing to commence the week of 26 February 2024. 

Other Updates 

Since our last update in July, we have also:  

  • Progressed work with Melbourne Water on drainage requirements and refinements to our draft plans. 
  • Progressed technical work for infrastructure design and costings in consultation with Melbourne Water and the Department of Transport and Planning (DTP). 
  • Continued working with DTP on key transport infrastructure requirements, and refinements to our draft plans. 
  • Met with landowners to discuss site-specific outcomes and drainage requirements.  
  • Continued briefing across Government on our planning for the precinct. 

Victoria’s Housing Statement 

On 20 September, the Victorian Government released Victoria’s Housing Statement: The decade ahead 2024-2034, in which it announced the Victorian Planning Authority will continue preparing Precinct Structure Plans (PSPs) for new housing and jobs in Melbourne and regional Victoria. We will conduct further work across 21 projects to deliver more than 60,000 homes and 60,000 jobs. These projects will deliver a sustainable supply of greenfield land, and more jobs close to home. 

Officer South Employment is one of the 21 projects named in the Housing Statement.  

In the coming months we will be focused on reviewing submissions from our public consultation to resolve issues in preparation for the SAC Directions Hearings in January 2024.
