Cardinia Creek South (Part 2)

The Victorian Planning Authority is preparing a draft planning scheme amendment to the Casey Planning Scheme for the land within the Part 2 area of the Cardinia Creek South Precinct Structure Plan.

The Part 2 area covers 104 hectares north of McCormacks Road, west of the Cardinia Creek South. The draft planning scheme amendment will provide for a mix of residential, open space and drainage uses.

About the project

A planning scheme amendment involves either a change to a planning scheme map, a change to the written part of the scheme, or both.

Amendments to a planning scheme can have significant planning implications as they change the way land can be used or developed, which changes the basis of planning decisions in the future.

The Victorian Planning Authority (VPA) is working with the City of Casey to prepare an updated precinct structure plan (PSP) and new Infrastructure Contributions Plan (ICP) for the Cardinia Creek South (Part 2) area within the Cardinia Creek South Precinct.

The Cardinia Creek South (Part 2) precinct was initially included as part of the overall masterplan for the broader Cardinia Creek South PSP but was removed from the precinct pending a decision on the location of a future regional park. An alternative site for the regional park has now been confirmed, and so the plan for a new community at Cardinia Creek South (Part 2) can now be finalised.

The VPA and Council are working together to identify updates to the existing PSP and other relevant parts of the Casey Planning Scheme to inform the development of the Cardinia Creek South (Part 2) precinct area. The Part 2 precinct will deliver approximately 1,200 new homes for an estimated 3,760 new residents.

The Cardinia Creek South (Part 2) precinct is included within the Southeast Growth Corridor Plan (2012) which sets a strategy for the long term development of the precinct. Now that an alternative site for the regional park has been confirmed, the VPA and council are working together to identify updates to the existing PSP and other relevant parts of the Casey Planning Scheme to inform the development of the Part 2 precinct area.

The VPA is facilitating a whole-of-government approach which includes consulting with relevant stakeholders, including state government agencies, council, landowners and Traditional Owners.

The scope of the Cardinia Creek South (Part 2) PSP and the associated draft planning scheme amendment C306case is deliberately limited. The overarching urban structure, land use framework and strategic directions for the precinct were established through the approved 2018 Cardinia Creek South PSP, including an indicative concept plan to guide the future development of the future development of the Part 2 area.

This PSP and the resulting amendment primarily extend and update the existing approved framework to formally incorporate the Part 2 area, rather than undertaking a comprehensive re-planning for the precinct. The proposed urban structure is consistent with the 2018 indicative concept plan, with only minor refinements to reflect updated technical inputs and further design resolution.

Any changes to the PSP provisions or planning controls that would apply to the Part 1 area are beyond the scope of the current draft Planning Scheme Amendment, as these would bring about a fundamental transformation for land that is currently developing in accordance with a gazetted PSP and existing provisions. This would require a comprehensive review of the entire PSP and is out of scope of the current draft amendment.

The VPA and Casey Council have engaged Extent Heritage Pty Ltd to prepare an addendum to the Aboriginal Cultural Heritage Assessment (ACHA) completed for the broader Cardinia Creek South PSP (formerly McPherson) in 2015, in consultation with the Bunurong Land Council Aboriginal Corporation. The addendum focuses on the Part 2 precinct, which was excluded from the initial ACHA, and responds to additional cultural values and heritage work completed since 2015. It is intended to support the conditions and reflecting known Aboriginal Places, the requirements of approved Cultural Heritage Management Plan (CHMP) conditions and updated archaeological sensitivity mapping.

Bunurong Land Council Aboriginal Corporation are the Registered Aboriginal Party for the lands on which the Cardinia Creek South (Part 2) precinct is located. The VPA is working with the Bunurong Land Council Aboriginal Corporation, who have provided advice to progress with the planning in the most appropriate way to protect cultural values.

An Infrastructure Contributions Plan (ICP) is a system for funding basic and essential local infrastructure required by a new community. An ICP ensures that developers within the precinct contribute to the cost of providing new intersections, local open space and community facilities.  

An ICP may be made of one or two parts: a standard levy and/or a supplementary levy. The standard levy is a set rate that may be used to fund transport, community and recreation infrastructure and public land provision. In some circumstances, a supplementary levy may also apply.  

The ICP for the Cardinia Creek South (Part 2) PSP will be a separate document to the ICP prepared for the existing Cardinia Creek South PSP, but will be prepared having regard for the projects funded by the existing ICP. The Part 2 ICP is not part of draft amendment C306case but will be prepared concurrently with the PSP and finalised following public consultation on the PSP.  

The Part 2 ICP will comprise a standard levy only, and is intended to follow the approval pathway for prescribed amendments set out in Section 20A of the Planning and Environment Act 1987. This means the ICP will not form part of the public consultation package.  

All infrastructure items included must be strategically justified through a suite of background studies undertaken on the project. The ICP for the Cardinia Creek South (Part 2) PSP is not expected to be a supplementary level and will therefore is not required to be publicly exhibited along with the PSP. 

Transport and traffic

Road infrastructure will be upgraded in the future to accommodate growth.

A Transport Network Assessment was undertaken as part of the planning process, as an addendum to the Strategic Transport Modelling Assessment for McPherson, Croskell and Minta Farm Precincts in 2015. The addendum assesses the anticipated transport implications of the Part 2 precinct, including how the proposed transport network and development yield will perform when integrated with Part 1.

Environment and biodiversity

The precinct is informed by detailed environmental assessments previously undertaken for the broader Cardinia Creek South PSP (formerly McPherson), including habitat mapping and analysis of protected species and ecosystems.

The precinct design will also include strategies for managing stormwater and protecting natural waterways and conservation areas.

Project background

The Victorian Planning Authority is working with the City of Casey to actively engage with precinct stakeholders, including landowners, to prepare a precinct structure plan (PSP) and infrastructure contributions plan (ICP).

The VPA is responsible for planning new suburbs and renewal sites in Victoria. The VPA is responsible for the preparation of this draft amendment.

Next steps

Once a submission is made to the VPA, you will receive a notice to acknowledge it has been received.

After the consultation period ends, VPA staff will review all submissions received. As part of this process, VPA staff may contact submitters as required to further discuss their submission and any changes sought.

If required, draft Amendment C306case may be subject to the VPA Projects Standing Advisory Committee (SAC). The SAC has been established to provide independent advice on draft planning scheme amendments to the VPA and the Minister for Planning.

While the VPA will seek to resolve issues raised by submitters, following the public consultation process, the Minister for Planning will be advised of the outcomes and provided with options to resolve submissions, including, but not limited to, referral to the SAC. If so, submitters will be contacted regarding next steps, process, and timing.

Project Status Update – November 2025

We have progressed the planning for the Cardinia Creek South Part 2 Precinct by engaging with stakeholders to validate the vision and draft structure plan.    

Since our last update in September, we have: 

  • Finalised procurement and commenced technical work to assess utility capability, Aboriginal cultural heritage and transport within the precinct.  
  • Conducted a workshop with government agencies, local councils and landowners to review and validate the Cardinia Creek South PSP vision, draft structure plan and developer-led subdivision plans.  
  • Compiled comments and feedback from the workshop to inform the review of required changes for the amendment of the Cardinia Creek South PSP.  

In the coming months, we will be focused on finalising technical work in partnership with the City of Casey. We will also be preparing changes to the Cardinia Creek South PSP as part of the planning scheme amendment in preparation for agency validation.
