Amendment C183 to the Whittlesea Planning Scheme
The English Street Precinct Structure Plan was approved by the Minister for Planning through amendment C183 to the Whittlesea Planning Scheme.
English Street Precinct Structure Plan sets out the planned development of a commercial and residential precinct in Donnybrook which will ultimately provide more than 700 jobs and 1,100 homes on approximately 143 hectares of land. The English Street Precinct Structure Plan promotes a high-quality, mixed employment area that will benefit from its visibility to the Hume Freeway and will leverage the natural amenity of Merri Creek. The precinct is bound to the north by Donnybrook Road, the east by the Melbourne-Sydney rail line and Merri Creek to the south and west.

The Development Contributions Plan (DCP) for this precinct was amended as a result of Amendment GC75. Amendment GC75 made changes to 43 existing DCPs by making changes to the Community Infrastructure Levy (CIL) payable in these DCPs.
