Amendment C188 to the Whittlesea Planning Scheme was approved by the Minister for Planning in October 2016.

The Victorian Planning Authority (VPA) prepared these plans in consultation with the City of Whittlesea, Government agencies and service authorities. Quarry Hills Precinct Structure Plan sets out the planned development of a residential precinct which will ultimately provide 2,700 new homes, as well as supporting services and infrastructure. The area covers approximately 285 hectares of land, bound to the north by Lehmans Road, to the east by the Quarry Hills Regional Parkland, an existing transmission easement to the south and the E6 Public Acquisition Overlay to the west.
The Development Contributions Plan (DCP) for this precinct was amended as a result of Amendment GC75. Amendment GC75 made changes to 43 existing DCPs by making changes to the Community Infrastructure Levy (CIL) payable in these DCPs.
