Wallan South Precinct Structure Plan
The Victorian Planning Authority (VPA) is preparing a Precinct Structure Plan (PSP), Infrastructure Contributions Plan (ICP) and ordinance package to guide the development of Wallan South over time. This is being done in consultation with Mitchell Shire Council, government agencies and service authorities.
Wallan South covers a total of 806 hectares and is bounded by Old Sydney Road to the West, Hume Freeway to the east and the Wallan township to the north/north-east. It will strengthen Wallan as a northern gateway, connecting greater Melbourne with regional Victoria. At full development, the PSP will be home to approximately 21,700 residents in 7,000 dwellings and offer around 4,000 new jobs. Jobs will include local jobs in town and neighbourhood centres, a large employment district in the east and smaller pockets of mixed use.
Wallan South will have a residential focus, supported by associated services and facilities such as town centres, schools, community centres and parks. Sport, school and community facilities will be spread evenly throughout the precinct. The plans include land for seven school campuses, located away from arterial roads, interwoven into the local neighbourhood. There are significant natural features in Wallan South that the PSP will incorporate and protect, reinstating lost cultural and ecological values, and offering future residents the opportunity to explore and cherish the landscape.

Project Status Update – February 2024
On 7 December, we released our Victorian Planning Authority Business Plan 2023-24. This plan outlines the projects and activities the VPA will undertake this financial year to deliver on the Victorian Government’s commitments and the priorities in Victoria’s Housing Statement – the decade ahead 2024-2034, which will deliver opportunities to increase housing supply and improve affordability outcomes for Victorians.
Wallan South PSP is designated a Tier 2 project on our work program. Tier 2 projects are active projects that are progressing subject to technical studies being undertaken and completed across government to determine appropriate next steps.
Commissioning technical studies for the Wallan South PSP, either by the VPA or other government departments or agencies, is contingent on the finalisation of the Beveridge North West PSP.
The required next steps to progress this project to the community engagement and exhibition stage are:
- Finalisation and gazettal of the Beveridge North West PSP and ICP, to allow for a more aligned approach to planning for the northern corridor.
We will be in a position to consider progressing this project to the next stage when:
- Beveridge North West PSP and ICP are gazetted into the Mitchell Planning Scheme.
- There is a forward funding strategy to fund the project through to completion.
