Wallan East Precinct Structure Plan (Part 1)
A 10-year plan for Melbourne’s greenfields
On 23 October, the Premier and Minister for Planning announced a 10-year plan for Melbourne’s greenfields.
This is Victoria’s longest ever pipeline of new land for homes and jobs in Melbourne’s greenfields, with 27 additional greenfield areas to commence planning over the next 10 years. This pipeline gives developers the confidence to invest early and get shovels in the ground sooner to deliver more homes.
The 27 new plans will be commenced over three horizons. The horizons provide a program of work to deliver the new plans over the next 10 years, balancing the delivery of residential and employment areas as well as infrastructure capacity.
The Minister also approved the Victorian Planning Authority Business Plan 2024-25, which sets our work program and priorities for this financial year – this work program includes all projects in Horizon 1 of the 10-year plan.
What this means for Wallan East (Part 1)
We are pausing our planning for Wallan East (Part 1) – Wallan East (Part 1) is not included in the VPA Business Plan 2024-25, or our work program for this financial year.
Wallan East (Part 1) is included in Horizon 2 of the 10-year plan for Melbourne’s greenfields, meaning the government is targeting recommencement between 2025-26 and 2028-29.
We have progressed our planning for Wallan East (Part 1) to completion of the co-design stage, so when the project is ready to recommence, it will do so at an advanced stage.
