Project Status Update – December 2025

Due to scheduling constraints outside the VPA’s control, the Standing Advisory Committee (SAC) hearing that was scheduled to commence in October could not conclude as planned. As a result, the hearing has been split into two tranches. Tranche 1 was held over four days between 15 October 2025 and 25 October 2025 and Tranche 2 has been rescheduled for February 2026, with exact dates to be confirmed. 

Since our last update in September, we have: 

  • Circulated all amendment documents, including the Precinct Structure Plan, background report, plan sets and planning ordinance, for consideration at the SAC hearing. 
  • Participated in Tranche 1 of the SAC hearing, which focused on key strategic, land-use, transport and infrastructure matters. 
  • Collaborated with submitters, agencies and landowners to clarify issues raised during Tranche 1 and identify pathways toward resolution. 
  • Commenced preparatory work for drainage and development contributions matters, which will be addressed in Tranche 2. 

Between now and SAC Tranche 2 hearing, the project team will:  

  • Continue engaging with submitters and stakeholders to resolve outstanding issues wherever possible. 
  • Prepare updated technical material where required to support issue resolution and the February 2026 hearing. 
  • Work with agencies to refine inputs to the Drainage Services Scheme and Infrastructure Contributions Plan, given their importance to Tranche 2.
