Project Status Updates – April 2023

Plan preparation   

Since our last update in March 2023, the Victorian Planning Authority (VPA) has been finalising technical studies and preparing the precinct structure plan (PSP) and supplementary infrastructure contributions plan (ICP) for the Officer South Employment precinct for public consultation. 

The VPA continues to work with the Department of Transport and Planning (DTP), Melbourne Water, other State Government agencies and Cardinia Shire Council (Council) on key issues and resolution pathways.  

We are now finalising the PSP and Supplementary ICP based on agency and council feedback ahead of public consultation.  

Other key activities include:  

• Continued working with Melbourne Water on drainage outcomes and requirements, and refinements to our draft place-based plan.   
• Finalised technical studies including Integrated Transport Assessment and Integrated Water Management. These studies will be available for public consultation. 
• Progressed technical work for infrastructure design and costings in consultation with Melbourne Water and DTP.
• Continued working with DTP on key transport infrastructure requirements, and refinements to our draft place-based plan.
• Met with landowners to discuss site-specific outcomes and Melbourne Water drainage requirements.
• Continued briefing across Government on our planning for Officer South Employment precinct in preparation for public consultation.  

Public Consultation

According to our previous timeframes, we were expecting to go to public consultation in early to mid-2023. This may now be delayed.  

Following the 2022 Victorian Election, the Government appointed a new cabinet and made a number of changes to Victorian Government departments. The VPA is now in the process of briefing across Government on our work program, including our planning for Officer South Employment PSP.  

This process takes time, and we are working hard to minimise any impacts on the timing of this project. 

The VPA has confirmed the revised Drainage Services Scheme (DSS) outcomes from Melbourne Water to inform key aspects of the place-based plan such as the location and size of drainage infrastructure and impacts on the road network. Before Melbourne Water can finalise the DSS, it must determine the drainage needs of the broader catchment area beyond the Officer South Employment precinct.  

The VPA continues to work closely with Melbourne Water to finalise these components of our draft plans as Melbourne Water finalise the DSS through the public consultation process.  

We appreciate your patience while we work to confirm our timeframes and next steps for Officer South Employment PSP. We will provide another update by June 2023, or once our work program is confirmed.
