Braybrook Regeneration Project

As a result of the expansion of the Victorian Government’s Activity Centres Program the Victorian Planning Authority (VPA) has concluded work on the Braybrook Regeneration Project in its current form. This includes the preparation of the Braybrook Urban Design Framework (UDF), Braybrook Development Contributions Plan (DCP) and draft planning scheme amendment. 

The Activity Centres Program will include 50 new activity centres near train stations or trams across Melbourne. This will support the construction of new homes in areas with strong existing transport capacity while also taking advantage of the additional capacity created through Victoria’s Big Build investment in the Level Crossing Removal Program and Metro Tunnel Project. 

Tottenham Station, located within the Footscray Cluster, is one of 50 centres identified to be delivered by the Activity Centre Program in 2025-26. The 800m walkable catchment from Tottenham Station and the adjacent Central West Major Activity Centre is expected to cover a significant portion of the areas proposed for change in the Braybrook UDF. As a result, the government has decided to conclude the Braybrook Regeneration Project in its current form and instead deliver it through the Activity Centre Program.  

The work completed on the Braybrook UDF so far will serve as a key input to the Activity Centres program work in 2025-26.

Project Status Updates – January 2025

Since our last update in May 2024, the Victorian Government has announced the inclusion of Tottenham Station as one of the places where we will be planning for more homes close to public transport, jobs and services as part of the expanded Activity Centres Program. 

Planning for the area covered by the Braybrook Regeneration Project will now be completed as part of the Activity Centres Program, and we will close our work on the Braybrook Regeneration Project. 

We will no longer produce the Braybrook Urban Design Framework or Development Contributions Plan. Instead, the VPA and Department of Transport and Planning will develop an Activity Centre Plan and associated planning scheme amendment for the Braybrook area, so that the planning for Braybrook is more consistent with the planning for other activity centres in the program. 

The work that we have done so far to plan for the future of Braybrook and the insights from our past community consultations are extremely valuable and will be used to develop the plans for this area. 

We thank you for your interest in our work on the Braybrook Regeneration Project, and we remain committed to planning for a vibrant and inclusive future Braybrook as part of the Activity Centres Program. 

The Activity Centres Program is a Victorian Government initiative to allow new homes to be built in areas close to public transport, and will leverage new capacity created through Victoria’s Big Build investments in the Level Crossing Removal Program and Metro Tunnel project. 

In the coming months, local residents will be notified about the next steps in planning for the Braybrook area, as well as other nearby activity centres around Middle Footscray and West Footscray Stations.
