Cardinia Creek South (Part 2)

The Cardinia Creek South precinct (formerly McPherson) was approved by the Minister for Planning in December 2018 and gazetted in January 2019 under Amendment C221 to the Casey Planning Scheme.  The Amendment excluded an area from the parent PSP as a result of Panel recommendation and uncertainty at that time about the location of the Clyde Regional Park 

The Victorian Planning Authority (VPA) will be preparing an amendment to the Casey Planning Scheme for the land within the Part 2 area of the Cardinia Creek South Precinct Structure Plan.  

The VPA will prepare the amendment in consultation with the City of Casey, government agenciesservice authorities, and landowners. 

The Part 2 area covers 104 hectares north of McCormacks Road, west of the Cardinia Creek South. The precinct will provide for a mix of residential, open space and drainage uses.

Project Status Update – July 2025

Planning for the Cardinia Creek South Part 2 precinct has now formally commenced. The project is being delivered through a partnership between the City of Casey and the VPA. Council will lead the initial phase of the project, which will involve undertaking required technical work to complement the existing work undertaken as part of the Cardinia Creek South Part 1 project, and testing the existing concept plan for the precinct with key stakeholders. 

In recent months we have: 

  • Finalised third party funding agreements with precinct landowners. 
  • Finalised a project governance agreement detailing project milestones and lead agencies in partnership with Casey City Council. 
  • Undertaken a review of existing technical assessments from Cardinia Creek South Part 1. 
  • Identified scope for further technical assessments required to inform the precinct structure plan. 

In the coming months, the VPA and Casey City Council will be focused on procuring technical assessments, engaging with landowners and relevant stakeholders and commencing the vision, purpose and co-design phase in preparation for development of the draft precinct structure plan. Council will also be working to finalise recruitment for a project officer to manage their component of the project.
