Merrifield North
The Victorian Planning Authority (VPA) has completed a due diligence assessment for Merrifield North and is currently actioning the recommendations of this work while commencing preparation of a Precinct Structure Plan (PSP) for Merrifield North. The investigation area covers 988 hectares in the City of Hume and Shire of Mitchell.
The work is being undertaken in consultation with Hume City Council, Mitchell Shire Council, various government agencies, service authorities, and landowners.
The purpose of actioning the due diligence recommendations is to resolve complex matters impacting the future development of Merrifield North. These matters include:
- Determining the extent and significance of Inverlochy Wetland, located within the precinct.
- Determining an alignment or corridor for the extension of Aitken Boulevard through the precinct.
While resolving the above matters, the VPA will proceed with preparing a PSP for Merrifield North.
Over the coming months the VPA will work to resolve the above matters and commence preparation of a PSP for Merrifield North.

Project Status Update – July 2025
We have progressed planning for the Merrifield North PSP by successfully completing the pitching phase for the project. We will continue work on Third Party Funding (TPF) and technical inputs, as well as active engagement with stakeholders and landowners.
Since our last project status update in January 2025, we have:
- Completed the first stage of pitching activities consisting of both online surveys and hybrid pitching sessions.
- Pitching provides project stakeholders with an opportunity to discuss opportunities, challenges and aspirations they have for the Merrifield North precinct.
- Information shared has been summarised into the Pitching Summary Report which will be shared with stakeholders prior to the pitching summary session.
- Issued formal invitations for expressions of interest in TPF to landowners.
- Uploaded the Due Diligence (June 2024, Revised June 2025) report to the project webpage.
- Progressed procurement of technical inputs for the project.
In the coming weeks, we will be focused on preparing and conducting the pitching summary and visioning session. Additionally, we will seek to finalise TPF agreements with landowners and commence technical assessments which will inform preparation of the PSP.
