Merrifield North

The Victorian Planning Authority (VPA) has completed a due diligence assessment for Merrifield North and is currently actioning the recommendations of this work while commencing preparation of a Precinct Structure Plan (PSP) for Merrifield North. The investigation area covers 988 hectares in the City of Hume and Shire of Mitchell. 

The work is being undertaken in consultation with Hume City Council, Mitchell Shire Council, various government agencies, service authorities, and landowners. 

The purpose of actioning the due diligence recommendations is to resolve complex matters impacting the future development of Merrifield North.These matters include: 

  • Determining the extent and significance of Inverlochy Wetland, located within the precinct. 
  • Determining an alignment or corridor for the extension of Aitken Boulevard through the precinct. 

While resolving the above matters, the VPA will proceed with preparing a PSP for Merrifield North.  

Over the coming months the VPA will work to resolve the above matters and commence preparation of a PSP for Merrifield North.

Project Status Update – February 2026

We have progressed the planning for the Merrifield North PSP by commencing technical studies, preparing Third Party Funding Agreements, while actively engaging with precinct stakeholders. 

Since our last update in November 2025, we have: 

  • Completed the Final Vision & Purpose Preliminary Report October 2025. This has been shared with all stakeholders and will be uploaded to the VPA Merrifield North project website soon.  
  • Prepared Third Party Funding Agreements and liaised with relevant precinct landowners on these Agreements. 
  • Progressing technical studies.  
  • Facilitated another round of project governance group meetings (e.g., Project Steering Group, Advisory Group and Landowner Group). 
  • Prepared thematic statements on key project considerations (e.g., cultural heritage, bushfire and sodic soils) and distributed these statements to precinct stakeholders for review and comment. These statements will inform the PSP preparation.  

In the coming months, we will be focused on finalising the Third Party Funding Agreement, progressing technical studies, holding project governance group meetings i and furthering PSP preparation.
