Project Status Updates – November 2024

The Premier and Minister for Planning have announced a 10-year plan for Melbourne’s greenfields, and Officer South (Employment) is a part of that plan.   

A 10-year plan for Melbourne’s greenfields

The Victorian Government has released Victoria’s longest ever pipeline of new land for homes and jobs in Melbourne’s greenfields, with 27 additional greenfield areas to commence planning over the next 10 years. This pipeline gives developers the confidence to invest early and get shovels in the ground sooner to deliver more homes.   

The 27 new plans will be developed over three horizons. The horizons provide a program of work to deliver the new PSPs over the next 10 years, balancing the delivery of residential and employment areas as well as infrastructure capacity.  

Officer South (Employment) is in Horizon 1, meaning it is already under preparation in 2024/25, and we expect this project to be completed by 2024/25.

VPA Business Plan 2024-25

The Minister for Planning also approved the VPA Business Plan 2024-25, outlining our work program and priorities for this financial year.   

Officer South (Employment) is on the VPA work program for 2024-25. Combined with its inclusion in the 10-year plan, this is a strong commitment from government for the VPA to get on with our planning for Officer South (Employment), and to streamline and fast track the delivery of our plans where possible.  

Update on our planning for Officer South (Employment)

We have progressed planning for Officer South (Employment) by considering the standing advisory committee (SAC) report recommendations in the finalisation of the draft amendment. We have also continued to work with the Department of Transport and Planning on key policy intent piloted in the Officer South (Employment) PSP. 

Since our last update in May 2024, we have:   

  • Continued to work with the Department of Transport and Planning to consider SAC report recommendations. 
  • Amended draft planning scheme ordinances, planning scheme maps, Precinct Structure Plan and Infrastructure Contributions Plan documents with changes arising from submissions and the SAC hearing and report recommendations. 
  • Finalised the draft planning scheme amendment package based on recommendations made by the SAC for Ministerial consideration.  

In the coming months we will be focused on finalising the amendment documents in preparation for Ministerial consideration.
