Project Status Updates – November 2024

The Premier and Minister for Planning have announced a 10-year plan for Melbourne’s greenfields, and Casey Fields South (Employment) and Devon Meadows is a part of that plan.   

A 10-year plan for Melbourne’s greenfields

The Victorian Government has released Victoria’s longest ever pipeline of new land for homes and jobs in Melbourne’s greenfields, with 27 additional greenfield areas to commence planning over the next 10 years. This pipeline gives developers the confidence to invest early and get shovels in the ground sooner to deliver more homes.   

The 27 new plans will be developed over three horizons. The horizons provide a program of work to deliver the new Precinct Structure Plans over the next 10 years, balancing the delivery of residential and employment areas as well as infrastructure capacity.  

Casey Fields South (Employment) and Devon Meadows is in Horizon 1, meaning it is already under preparation in 2024/25, and targeted to be completed by 2025/2026.

VPA Business Plan 2024-25

The Minister for Planning also approved the VPA Business Plan 2024-25, outlining our work program and priorities for this financial year.   

Casey Fields South (Employment) and Devon Meadows is on the VPA work program for 2024-25. Combined with its inclusion in the 10-year plan, this is a strong commitment from Government for the VPA to get on with our planning for Casey Fields South (Employment) and Devon Meadows, and to streamline and fast track the delivery of our plans where possible.  

Since our last update in September, we have:   

  • Worked with Melbourne Water to significantly advance the requirements for the Development Services Scheme (DSS) and to understand the implications for the precincts. 
  • Conducted a site walk with the Bunurong Land Council Aboriginal Corporation, Melbourne Water and Council to better understand the cultural heritage values in the precincts and determine plan responses. 
  • Continued to advance the Devon Meadows Precinct Structure Plan (PSP) and targeted, supplementary risk assessment of odour, dust, and noise. 
  • Progressed the PSP, Infrastructure Contributions Plan (ICP), background report and staging plan for the precinct. 

In the coming months, we will be focused on finalising the PSP and amendment package for public consultation, which is expected to occur in early 2025. We will continue working with Melbourne Water to finalise the the draft Development Services Scheme (DSS) to support that consultation. We will also finalise and publish a number of technical reports, including the integrated transport plan and supplementary odour/dust/noise assessment. 

Previous Project Status Updates
