The Premier and Minister for Planning have announced a 10-year plan for Melbourne’s greenfields, and Melton East is a part of that plan.
A 10-year plan for Melbourne’s greenfields
The Victorian Government has released Victoria’s longest ever pipeline of new land for homes and jobs in Melbourne’s greenfields, with 27 additional greenfield areas to commence planning over the next 10 years. This pipeline gives developers the confidence to invest early and get shovels in the ground sooner to deliver more homes.
The 27 new plans will be developed over three horizons. The horizons provide a program of work to deliver the new PSPs over the next 10 years, balancing the delivery of residential and employment areas as well as infrastructure capacity.
Melton East is in Horizon 1, meaning it is already under preparation in 2024/25, and targeted to be completed by 2025/26.

VPA Business Plan 2024-25
The Minister for Planning also approved the VPA Business Plan 2024-25, outlining our work program and priorities for this financial year.
Melton East is on the VPA work program for 2024-25. Combined with its inclusion in the 10-year plan, there is a strong commitment from government for the VPA to get on with our planning for Melton East, and to streamline and fast track the delivery of our plans where possible.
The Melton East team have been meeting regularly with Melton City Council and other key stakeholders to progress the planning for the Melton East Precinct Structure Plan (PSP).
Since our last update in September, the project team have been:
- Obtaining endorsement from the VPA Board to undertake public consultation in Q1 2025.
- Closing out and finalising the last outstanding matters from the agency validation feedback and issues resolution process.
- Advancing our draft PSP and amendment package with input from government stakeholders.
- Progressing inputs for the Infrastructure Contributions Plan.
In the coming months, we will focus on finishing the inputs needed to inform the Infrastructure Contributions Plan and finalise the draft PSP and amendment package for the eventual public consultation. The Kororoit Creek Bridge feasibility analysis has recently been made available on the VPA website.
We are also aiming to finalise and publish the following technical studies before the end of the year:
- Cultural heritage permit for proposed bridge locations
- Transport modelling and integrated transport assessment
- Aboriginal cultural heritage impact assessment
- Cultural values assessment
