The Victorian Planning Authority (VPA) is leading the preparation of a precinct structure plan (PSP) and infrastructure contributions plan (ICP) for the Clyde South precinct, working in partnership with Casey City Council, state government agencies and service authorities.

The Clyde South precinct is located 46km southeast of central Melbourne and 4.4km southeast of the Cranbourne Town Centre. The precinct encompasses an area of 1057ha, bounded by Ballarto Road to the north, farming properties to the east, Manks Road to the south, the South Gippsland Highway to the south-west and Clyde-Fiveways Road to the west. The precinct will complement existing surrounding development through the provision of residential and commercial opportunities. The precinct is included in the Melbourne Strategic Assessment area and includes a Biodiversity Conservation Strategy Conservation Area within the former Gippsland railway corridor.

Project Status Update – July 2025

Planning for the Clyde South Precinct Structure Plan (PSP) is now underway, following the Victorian Government’s announcement on 15 May. The PSP will help guide the delivery of new homes and local jobs creating a connected and vibrant community. More details will be shared in the VPA’s 2025–26 Business Plan, which was submitted to the Minister on 31 May and will be made available on the VPA website once approved. 

Following the formal announcement of the project’s commencement, we have assembled a core team to lead its delivery. The team has met with key State agencies, including the Department of Transport, Melbourne Water and the Department of Education, to introduce the project team and discuss the precinct’s opportunities and constraints. We are currently confirming the broader project program, including opportunities for input from landowners and other stakeholders via pitching sessions and co-design workshops. We will be able to provide further details on these steps in coming months. 

As we continue to progress the project, our next focus will be on securing the necessary project funding. Landowners within the precinct will shortly receive a letter inviting them to confirm their interest in contributing to the cost of delivering the precinct planning work through Third Party Funding.
