The Victorian Planning Authority (VPA) is leading the preparation of a precinct structure plan (PSP) and infrastructure contributions plan (ICP) for the Clyde South precinct, working in partnership with Casey City Council, state government agencies and service authorities.

The Clyde South precinct is located 46km southeast of central Melbourne and 4.4km southeast of the Cranbourne Town Centre. The precinct encompasses an area of 1057ha, bounded by Ballarto Road to the north, farming properties to the east, Manks Road to the south, the South Gippsland Highway to the south-west and Clyde-Fiveways Road to the west. The precinct will complement existing surrounding development through the provision of residential and commercial opportunities. The precinct is included in the Melbourne Strategic Assessment area and includes a Biodiversity Conservation Strategy Conservation Area within the former Gippsland railway corridor.

Online Landowner Information sessions

The VPA is seeking third party funding from landowners to commence project planning.

The VPA will be hosting two online landowner information sessions to provide additional information about the planning process, Third Party Funding and answer any questions you might have.

Project Status Update – September 2025

We have sent out an expression of interest to precinct landowners regarding third party funding and land access. In addition, we will be hosting two online landowner information sessions on the 23 September and 29 September 2025. More details on these information sessions, including how to register, can be found on the project page. 

Since our last update in July, we have: 

  • Met with key government stakeholders to begin resolving issues identified in the Clyde South Due Diligence Report which is expected to be released publicly in the coming weeks. 
  • Begun preparing request for quotation documents for various precinct background reports, in preparation for securing funding to proceed with the next stage of the project. 

In the coming months, we will focus on negotiating third party funding agreements with precinct landowners in preparation for the commencement of formal precinct planning.
