Clyde South

Clyde South

The Victorian Planning Authority (VPA) is leading the preparation of a precinct structure plan (PSP) and infrastructure contributions plan (ICP) for the Clyde South precinct, working in partnership with Casey City Council, state government agencies and service authorities.

Farming land in the Clyde South PSP

Clyde South includes land currently used in a rural capacity

The Clyde South precinct is located 46km southeast of central Melbourne and 4.4km southeast of the Cranbourne Town Centre. The precinct encompasses an area of 1057ha, bounded by Ballarto Road to the north, farming properties to the east, Manks Road to the south, the South Gippsland Highway to the south-west and Clyde-Fiveways Road to the west. The precinct will complement existing surrounding development through the provision of residential and commercial opportunities. The precinct is included in the Melbourne Strategic Assessment area and includes a Biodiversity Conservation Strategy Conservation Area within the former Gippsland railway corridor.

Project Status Update – October 2026

We have formally commenced work on the preparation of the Clyde South Precinct Structure Plan (PSP), as we finalise funding contributions with landowners.

Since our last update in February 2026, we have:

  • Released the Clyde South Due Diligence report, outlining a number of the critical matters to be resolved as part of the PSP process.
  • Continued discussions with landowners regarding funding arrangements.
  • Significantly progressed the draft Aboriginal Cultural Heritage Impact Assessment.
  • Engaged Bunurong Land Council Aboriginal Corporation to prepare the Cultural Values Assessment, including a site walk to confirm areas of cultural significance.
  • Finalised scope for the Land Capability and Utility Servicing Assessment, the Landscape and Visual Assessment and the Arboriculture Assessment.
  • Continued planning for landowner and stakeholder engagement.

In the coming months, subject to Third Party Funding agreements, we will:

  • Commence early stakeholder engagement.
  • Work with Melbourne Water to develop initial drainage concepts.
  • Publish background reports as they are finalised.

PSP pitching sessions are planned for early December 2026. These sessions provide landowners with an opportunity to present their plans for their land and discuss any concerns or opportunities relating to the PSP. Landowners will be invited shortly to register their interest in participating.

For further information, please refer to page 14 of the PSP 2.0 Guidance Note.
