Merrifield North
The Victorian Planning Authority (VPA) is preparing a Precinct Structure Plan (PSP) and Infrastructure Contributions Plan (ICP) for the Merrifield North precinct, working in partnership with Hume City Council and Mitchell Shire Council, state government agencies and service authorities.
The Merrifield North employment precinct is located approximately 35 kilometres northwest of Melbourne’s Central Business District. The precinct tis approximately 970.4 hectares in area and is located within both the Hume City Council and Mitchell Shire Council. The area to the north of Gunns Gully Road is within Mitchell Shire Council; the area to the south of Gunns Gully Road is within Hume City Council.

Project Status Update – August 2026
The VPA has prepared draft Amendment GC295 to the Mitchell and Hume Planning Schemes for the Merrifield North Precinct Structure Plan and Infrastructure Contributions Plan.
The VPA has commenced public consultation on draft Amendment GC295. Consultation is open until Monday 21 September.
The draft amendment proposes to rezone the precinct, introduce the Merrifield North Precinct Structure Plan, Merrifield North Infrastructure Contributions Plan and make other changes to the Mitchell and Hume Planning Schemes to guide its future development. This will deliver approximately 4,700 jobs for the surrounding communities, alongside transport, conservation and water management infrastructure.
