Greenvale North (Part 2)
The Victorian Planning Authority (VPA) is leading the planning for Greenvale North (Part 2), in partnership with the City of Hume. The VPA will develop a Precinct Structure Plan (PSP), Infrastructure Contributions Plan (ICP) (or equivalent Section 173 agreement) and amendment to the Hume Planning Scheme. This will guide the development of the precinct into the future.
Greenvale North (Part 2) is a 33ha precinct, 23km northwest of the Melbourne CBD. It is located directly north of the Greenvale North Reservoir, west of Aitken Blvd, and east of Mickleham Road.
The Greenvale North (Part 2) precinct will complement the surrounding Greenvale, Roxburgh Park and Craigieburn communities with a mix of residential land, open space, rural conservation, and regionally significant drainage infrastructure.
Greenvale North (Part 1)
The Greenvale North (R1) Precinct Structure Plan(PSP) was approved by the Minister for Planning in January 2011 through amendment C119 to the Hume Planning Scheme. When planning for Greenvale North (R1), the VPA identified the Greenvale North Part 2 area as part of an investigation area that could not be developed at that time. This was because drainage infrastructure needed to be designed and constructed to protect the water quality of Greenvale Reservoir, a source of Melbourne’s drinking water.
Since then, Melbourne Water has advanced and constructed infrastructure to protect the reservoir’s water quality. The Greenvale North Part 2 area will deliver the last part of this important drainage infrastructure. This will enable development within the Greenvale North Part 2 area and the southern part of Craigieburn West.
Alternative Delivery Program
The planning for Greenvale North Part 2 is being delivered through the VPA’s Alternative Delivery Program. This program aims to increase the capacity and efficiency of the VPA. It enables us to deliver more, sooner, while maintaining quality standards and ensuring all probity matters are appropriately managed.
Satterley Property Group (Satterley) is the sole landowner of the Greenvale North Part 2 precinct, and will provide the draft amendment documents to the VPA. The VPA will consult with Hume City Council, government agencies, service authorities, and residents on the draft amendment. When the VPA has resolved the feedback, we will release the amendment for public exhibition.

Background information
The Victorian Planning Authority (VPA) is responsible for the planning of new suburbs and renewal sites in Victoria and is responsible for draft amendment C273hume.
The VPA report to the Minister for Planning while working closely with Hume City Council, government agencies and the planning and development community on integrated land use and infrastructure coordination for important development sites and precincts.
Our key priorities include unlocking land for new homes and communities, facilitating housing diversity and affordability, job creation and better development of new communities in growing and established areas.
Project information
A Greenvale North (Part 2) Precinct Structure Plan (PSP) is a long-term plan for urban development. It describes how the land is expected to be developed, particularly how and where services and infrastructure will to be located, in order to support the development of new communities.
For the Greenvale North Precinct PSP, it provides guidance toward the preferred location for transport, open spaces, heritage areas, urban design, integrated water management and the facilitation of the Greenvale Reservoir Bund.
Whilst providing a structure for future development, the plan is also needed to enable the delivery of drainage infrastructure for the Greenvale Reservoir while enabling local connections between Greenvale, Craigieburn and Roxburgh Park.
An Infrastructure Contributions Plan (ICP) is a system for funding basic and essential local infrastructure required by a new community.
When land within a precinct is developed, an ICP determines whether an infrastructure contribution is required to be paid by developers to fund the provision of works, services or facilities (infrastructure) and/or secure land for public purposes.
ICPs are based on the principle that the future users of new infrastructure should pay a fair and reasonable contribution towards its provision. The cost of the infrastructure identified through the PSP which is to be recovered from landowners is generally distributed proportionally across the landholdings.
The PSP will enable the delivery of drainage infrastructure to protect the Greenvale Reservoir. It will also guide the delivery of approximately 380 new homes that will integrate into the adjoining established residential areas of Greenvale North (R1) and Craigieburn West PSP.
It will also enable the future delivery of high-quality residential neighborhoods, a pedestrian-friendly transport network and generous community-centered open spaces that match the character of the established neighbouring communities.
The Victorian Planning Authority (VPA) is leading the preparation of the PSP and planning controls for the Greenvale North Part 2 Precinct in consultation with the Hume City Council. The VPA is facilitating a whole-of-government approach, which includes consulting with all relevant stakeholders, including state government agencies, council, and landowners.
The VPA has collaborated with Hume City Council and Melbourne Water to prepare the draft plan.
Extensive research and analysis has been undertaken to prepare the PSP which is captured in the PSP background report.
The VPA is now seeking feedback from the community on the draft plan.
What is a planning scheme amendment?
A planning scheme amendment involves either a change to a planning scheme map, a change to the written part of the scheme, or both.
Amendments to a planning scheme can have significant planning implications as they change the way land can be used or developed. Therefore, changing the basis of which planning decisions are made in the future.
About the planning process
The Infrastructure Contributions Overlay (ICO) outlines requirements for monetary and/or land contributions within a specific area, often to secure land for public open space. Typically prepared by a planning authority like a municipal council or the Minister for Planning, its creation and approval follow guidelines set by the Planning and Environment Act and ministerial directives.
About the planning controls
The Urban Growth Zone (UGZ) designates land for future urban development, facilitating the transition from non-urban to urban use. It encourages the creation of well-planned, services urban communities in line with PSPs, streamlines approval processes in these areas, and protects non-urban land from activities that could impede its future urban development.
Addressing Environmental Factors
The VPA has closely collaborated with Melbourne Water to ensure the protection of the reservoir, with the integration of the Yuroke Creek Development Services Scheme (DSS) bolstering our flood management efforts.
Climate change has been considered within the plan through the incorporation of key elements such as open space, tree canopy enhancement, and integrated water management strategies. Additionally, the PSP emphasises achieving ecologically sustainable development (ESD) outcomes, ensuring that the development aligns with long-term environmental sustainability goals.
The infrastructure planned for Greenvale reservoir will ensure its integrity as a crucial source of drinking water is safeguarded from urban development. The construction of a bund by Melbourne Water will ensure that the reservoir remains protected from any potential harm resulting from nearby development and will ensure the continued supply of clean and safe drinking water for the community.

Infrastructure and Development Staging
Infrastructure and development staging involves strategically planning and phasing projects over time to ensure efficient implementation and sustainability through the consideration of factors such as funding, regulations, and practicality.
The plan prioritises the protection of the reservoir by ensuring that necessary safeguards are in place before any new development takes place. Additionally, the plan includes specific requirements to ensure that local infrastructure is provided early in the lifecycle of the new community.
How will this impact me?
Living or working near the precinct, especially with the development in Greenvale North Part 2, means improved and stronger connections in the future between Craigieburn West, Greenvale North, and Roxburgh. Improved connectivity fosters greater access, convenience, and opportunities for community cohesion.
The funding for ICP items typically comes from developer contributions, which are collected as part of the development process and funded by landowners.

Submissions provided to the Victorian Planning Authority (VPA) are part of an open public process where all parties affected by the planning scheme can provide input into the draft amendment.
If you choose to make a submission, you consent to your submission being made public, and being identified as the author of the submission.
Your submission will be made available for public inspection on the VPA website until two months after gazettal of the resulting planning scheme amendment and will also be made available to relevant Ministers and local councils, and other involved government agencies.
If you are a private individual, your personal information will be removed from your submission before it is released to parties outside government or local councils. Contact details do not include the address of land which is the subject of your submission.

Next steps
Once a submission is made to the VPA, you will first receive a notice to acknowledge it has been received.
After the consultation period ends, VPA staff will review all submissions received. As part of this process, VPA staff may contact submitters as required to further discuss their submission and any changes sought.
If required, draft Amendment C273hume may be subject to the VPA Projects Standing Advisory Committee (SAC). The SAC has been established to provide independent advice on draft planning scheme amendments to the VPA and the Minister for Planning.
While the VPA will seek to resolve issues raised by submitters, following the public consultation process, the Minister for Planning will be advised of the outcomes and provided with options to resolve submissions, including, but not limited to, referral of unresolved submissions to the SAC. If so, submitters will be contacted regarding next steps, process, and timing.
This is the final phase of consultation on the Greenvale North Part 2 PSP and the only phase of consultation on draft Amendment C273hume to the Hume Planning Scheme.

Project Status Updates – November 2024

The Premier and Minister for Planning have announced a 10-year plan for Melbourne’s greenfields, and Greenvale North (Part 2) is a part of that plan.
A 10-year plan for Melbourne’s greenfields
The Victorian Government has released Victoria’s longest ever pipeline of new land for homes and jobs in Melbourne’s greenfields, with 27 additional greenfield areas to commence planning over the next 10 years. This pipeline gives developers the confidence to invest early and get shovels in the ground sooner to deliver more homes.
The 27 new plans will be developed over three horizons. The horizons provide a program of work to deliver the new PSPs over the next 10 years, balancing the delivery of residential and employment areas as well as infrastructure capacity.
Greenvale North (Part 2) is in Horizon 1, meaning it is already under preparation in 2024/25. We expect this project to be approved by mid-2025.

VPA Business Plan 2024-25
The Minister for Planning has approved the VPA Business Plan 2024-25, outlining our work program and priorities for this financial year.
Greenvale North (Part 2) is on the VPA work program for 2024-25. Combined with its inclusion in the 10-year plan, this is a strong commitment from government for the VPA to get on with our planning for Greenvale North (Part 2), and to streamline and fast track the delivery of our plans where possible.
Update on our planning for Greenvale North (Part 2)
We have been progressing the planning for Greenvale North (Part 2) by continuing to resolve outstanding submission items through workshops and discussions with key stakeholders. We have also begun to update the Precinct Structure Plan (PSP) and associated planning scheme amendment documentation.
Since our last update in September, we have:
- Continued to investigate alignment on submission resolution.
- Met with stakeholders to discuss and workshop outstanding submission items.
- Prepared to attend a VPA Projects Standing Advisory Committee, including attending a Directions Hearing to confirm timelines for issue resolution.
In the coming months, we will be focused on resolving submissions and finalising the PSP. A Standing Advisory Committee may occur early next year.
