The Victorian Government is committed to achieving its target of 30% of new homes delivered in greenfields areas through a 10-year plan.
The 10-year plan for Melbourne’s greenfields provides a framework for industry to plan for 180,000 new homes in greenfield areas. It earmarks 27 greenfield areas in Melbourne’s outer south-east, north and western corridors where precinct structure planning will commence across three horizons over 10 years.
The selection of plans in each horizon was informed by a range of factors including:
- the balance between plans that deliver homes and those that will provide jobs
- the capability of infrastructure to support the future communities being planned
- creating a manageable pipeline of plans in each horizon for government, councils and the development industry to progress.

We will continue to work with our partners across government to better sequence future PSPs to align with the state’s ability to deliver infrastructure, which will also provide greater certainty to industry that development can be serviced as it is delivered.
We will also continue to unlock more capacity for new homes and jobs on regional greenfield sites.
Each year, the government determines which projects will commence or progress on the VPA work program via our Business Plan, which is approved by the Minister for Planning. The projects below are part of our work program for 2024-25.

Gateway service for bringing forward employment land
The Victorian Government is establishing a process to consider and assess proponent requests to rezone and develop whole or part of precincts that deliver employment land in advance of their identified horizon in the 10-year plan for Melbourne’s greenfields. We will provide further information on the process and governance for requests once those details are finalised.
